Residential Disabled Parking Bay (RDPB) Policy

Residential disabled parking bay installation and use

We can install Non-personalised Residential Disabled Parking Bays (RDPBs). This means that a RDPB cannot be reserved only for the applicants use and that they can be used by any valid Blue Badge holder.

All approved RDPBs require a Traffic Regulation Order (TRO). This means a statutory consultation will take place before any bay can be put in place.

Once a RDPB has been approved and the TRO has been put in-place, the final process for the implementation of the bay is:

  • the marking out of the bay in the carriageway
  • adding the required signage

Once this is in-place, the bay can only be used by drivers displaying a valid blue badge.

Depending on the location of the bay, there are differences between RDPBs in how they can be used by a Blue Badge holder.

A RDPB in an unrestricted or on-street pay and display parking area

Although the bay has been provided at the applicant's request, any vehicle displaying a blue badge can park in the bay.

A RDPB located in a Residents Parking Scheme or Permit Parking Scheme

Although the bay has been provided at the applicant's request, any vehicle can use it on the basis that they:

  • display a blue badge, and
  • hold a residential parking permit for the area

You need to contact us right away if:

  • you change your vehicle, or
  • you require a temporary parking permit (for example if your current vehicle is off the road)

You must have the relevant documents (for example a hire agreement). Failure to do so, may lead to a Penalty Charge Notice (PCN).

If a RDPB is no longer required

If you no longer need your RDPB, (e.g. you are moving to a new home) then you must inform us by email. In this email, make sure you provide details about the:

  • location of the bay
  • date when the bay will no longer be needed

If you need a new RDPB and/or a parking permit at a new address, you will be required to submit a new application.
