Residential Disabled Parking Bay (RDPB) Policy

Responsibility and prerequisites

Responsibility

The Traffic and Parking Service is responsible for managing any applications received from the public.

Prerequisites

When applying for a new Residential Disabled Parking Bay (RDPB), the applicant must meet the criteria.

Criteria

The applicant must be registered disabled, and must receive either:

  • the higher rate of the mobility component of Disability Living Allowance, or
  • the higher level of Personal Independence Payment (PIP)

Or:

  • the higher rate of Attendance Allowance

They must also be the holder of a Blue Badge.

In addition, the property should have:

  • a vehicle registered to that address
  • either the resident as the main owner/driver, or because the applicant lives with the main owner/driver
  • no off-street parking space,
  • no opportunity to create an off-street parking space with enough space for the Blue Badge holder to be able to enter and exit their vehicle

Urgent Cases

In the case of urgent need, we may be able to install a RDPB outside of the batching process.

For this to be considered, a statement from a recognised hospital or medical facility is required. This will need to support the urgent need for installation of a bay outside of the standard process. The evidence must be either:

  • a letter on an official headed document, or
  • come from an official email address

Each urgent need request is assessed on a case-by-case basis. The criteria for a RDPB must still be met.
