Terms and conditions

This information is intended for hotels and guesthouses that have been assigned a discounted parking code by Southend-on-Sea City Council. It outlines the proper use of the code, terms and conditions and responsibilities of both the accommodation provider and their guests.

Purpose of the discounted code

The discounted parking code is provided to support overnight guests staying at the listed hotels and guesthouses. It enables them to park in designated on- and off-street locations at a reduced rate.

Eligibility criteria

The code must only be issued to bona fide guests, defined as individuals who are staying overnight at the hotel or guesthouse.

The code must not be used by:

  • members of staff
  • contractors or business representatives visiting but not staying at the property
  • hospitality or wedding guests not booked to stay overnight
  • any non-guests

Hotels are responsible for ensuring that all staff and guests are informed of these restrictions.

Use of assigned parking codes

  • the code is only valid in the locations assigned to the hotel or guesthouse by the Council. These locations have been communicated directly to each establishment and are not published publicly to prevent misuse
  • the code does not guarantee a parking space
  • vehicles must still comply with all applicable parking regulations, including signs and road markings displayed at the parking location

Prohibited use of the code

The discounted parking code must not be used in any of the following circumstances, regardless of whether a valid payment has been made:

  • A vehicle parked by virtue of a permit must be in a roadworthy condition, fully on its wheels with all tyres properly inflated. Vehicles that are jacked up or have deflated tyres will be considered non-compliant and may be subject to enforcement action
  • where the vehicle is displaying a 'For Sale' sign or being offered for sale
  • where the vehicle is being actively used for commercial trade, services, or activity at or near the parking location (e.g. mobile services, pop-up stalls, delivery operations, etc)
  • where the vehicle is being used for accommodation purposes, including but not limited to sleeping in the vehicle, camping or setting up any form of temporary living arrangement or for cooking within or around the vehicle

Validity period

  • When payment is made using the code, parking is valid from the time of payment until midnight on that same day
  • Where payment is made for multiple days, the first day will be valid from the time of purchase until 23:59 on that same day. Each subsequent day will run from 00:00 to 23:59, and the same terms and conditions will apply to each day of the booking
  • where any of the conditions are not met, the payment will be invalid, and a Penalty Charge Notice (PCN) may be issued

Declaration

By using the assigned parking code, the guest confirms that they understand and accept all of the terms and conditions of use.

It is a criminal offence to knowingly provide false information or to use the code for any unauthorised purpose. This includes, but is not limited to, using the code when not staying at the hotel or guesthouse. If there is evidence of intentional misuse or deception, the Council reserves the right to investigate and may initiate prosecution in accordance with relevant fraud legislation.

Data Protection

The Council will use personal data in line with the policy for General Data Protection Regulations, pursuant to administration of this scheme.

Review

The Council reserves the right to amend these terms and conditions after giving notice.
