Educational permit terms and conditions
The Council reserves the right to revise, withdraw, cease or introduce any parking permit type at any time.
Eligibility
St. Bernard's High School staff only.
Permitted vehicle type
Vehicles must be:
- a passenger carrying vehicle with capacity to carry no more than 8 passengers, excluding the driver
- a motorcycle, tricycle, or quad bike, which is registered for use on the public highway
- a light goods vehicle
- below 2.3 metres in height, and the length must not exceed 5.5 metres
- parked comfortably to fit within the markings of the bay (where marked), without overhanging
Application
- applicants must provide supporting documentation from the School Head teacher, specifying the assigned location
- applicants must provide a copy of their school identity card
- apply via MySouthend
Use
- an educational parking permit is valid only in the location applied for, no concessions are made in any other location
- as the educational parking permit is a workplace permit, it is only valid for use on weekdays (i.e. between Monday to Friday) and only during school term times
- additional restrictions apply to the specified locations: Leonard Road - trackside only and Canewdon Road - not bays 3 and 4
- a vehicle parked by virtue of a permit must be in a roadworthy condition, fully on its wheels with all tyres properly inflated. Vehicles that are jacked up or have deflated tyres will be considered non-compliant and may be subject to enforcement action
- a vehicle parked by virtue of a parking permit, must not be used for any of the following purposes:
- the sale, or the offering for sale of a vehicle
- the sale, or purchase of goods or services
- as accommodation, including sleeping, camping, cooking within or near to the vehicle, or for any commercial activities outside of the vehicle
- the educational parking permit does not guarantee a specific space
- the Council will accept requests to cancel a permit and will issue a refund which is pro-rata for each full remaining calendar month, subject to an administration fee. The Council will not offer any refund where there is less than one full calendar month remaining before the permit expires
- educational parking permits are not valid for parking in bays signed or marked for a specific requirement such as, but not exclusively, disabled bays, loading bays, suspended bays or other permit-specific bays
- educational parking permits are not valid for use in suspended parking bays
- the vehicle must be moved if instructed to by a Police Officer, Civil Enforcement Officer or authorised Council officer in pursuit of their duties or where it is believed that an obstruction is being caused or for safety reasons. Failure to do so may result in the vehicle being issued a Penalty Charge Notice and removal at your expense
Validity
- an educational parking permit is only valid when all terms and conditions are met and where no other parking contravention has been committed
- educational parking permits are issued specific to the vehicle bearing the registration. If you change your vehicle, a new parking permit application is required
- where any of the terms and conditions are not met, the parking permit will be invalid, and a Penalty Charge Notice (PCN) may be issued
- the Council will cancel parking permits whereby the permit holder ceases to be the owner of the relevant vehicle, or is no longer employed by the school the permit is linked to
- if any application for a parking permit is unsuccessful or a parking permit is cancelled, the vehicle may be issued with a Penalty Charge Notice
- there will be no refunds due where a parking permit has been cancelled under the terms and conditions of use
- educational parking permits issued by the Council whether issued as a physical permit or as virtual permit are done so at the discretion of and remain the property of the Council at all times. They may be cancelled or withdrawn by notice at any time
Any breach of the terms and conditions may result in the parking permit being cancelled, and no refund given.
Declaration
- when submitting an application, the applicant is accepting the terms and conditions of use
- it is a criminal offence, if, with intent to deceive an applicant knowingly makes a false declaration and or supplies false or forged documents. The council may prosecute if evidence shows this to be the case
Disclaimer
The Council accepts no responsibility for:
- The security of either vehicles or their contents and recommends vehicles are empty when parked, before leaving a vehicle you must ensure it is locked, that windows and any sunroof is securely closed and that no valuable possessions are left on display.
- Loss or damage caused to vehicles parked in any on the roadside or car parks.
Data Protection
The Council will use personal data in line with the policy for General Data Protection Regulations, pursuant to administration of this scheme.
Review
The Council reserves the right to amend these terms and conditions after giving notice to the permit holder of not less than 28 days.
