Resident permit
Residents whose address falls within a parking permit scheme area may be eligible to apply for resident permits. These are valid within the parking permit scheme area for which it was issued.
If needed you can check if your address is within a parking scheme area.
Supporting documents required
Applicants are required to provide supporting documents for both:
- proof of address (dated within 3 months of the application)
- proof of vehicle ownership
Acceptable proof of address documents include:
- full driver's licence
- tenancy agreement (if applicable)
- bank statements (redacted)
- solicitor's letter (new residents only)
- utility bills, such as electricity, gas, or water (Council tax and mobile phone bills are not accepted
- benefit letters - Department for Work and Pensions (DWP)
Acceptable proof of vehicle documents include:
- full DVLA V5C logbook (New keeper slip is not accepted)
- motor insurance policy document (to include full address of property)
Supporting document for company vehicle or leased vehicle
Company vehicle
A letter from your employer on headed paper that is recently signed and dated. The letter must:
- state your full name
- confirm that you are an employee of the company
- provide the vehicle registration
- must indicate your address as to where the vehicle is kept overnight
Lease or hire vehicle
An official copy of the hire agreement, must:
- be recently dated
- state your full name
- have the vehicle registration mark
- have the length terms of the agreement
- have your address where the vehicle is kept overnight
Resident permit charges
- Electric vehicles - £10 per annum (applies only to fully electric vehicles, not hybrids)
- 1st permit - £18.50 per annum
- 2nd permit - £30.50 per annum
- 3rd permit - £60.50 per annum
- 4th permit - £91 per annum
Permit application process
Please note that applications for any permit may take up to 15 working days to process. It is the responsibility of the applicant to allow enough time for processing of the application.
When applying for a parking permit, you are advised to use visitor permits in the first instance. This is until you receive an email confirmation that your application has been processed and your permit is active.

Changing your vehicle details
For parking permits issues after 2 July 2024:
- Log into MySouthend.
- Select the reference number (starting with RES) for the permit you want to update.
- Choose the option to 'change vehicle details'.
For parking permits issued before 2 July 2024, please use our online form.
Permit cancellation and permit refunds
The Council accept requests to cancel a permit and will issue a refund. The refund will be pro-rata for each remaining full calendar month. This is subject to an administration fee of £16.50.
We will not offer any refund where there is less than one full calendar month remaining before the permit expires.
Data protection
The Council may share information provided in your parking permit application with other organisations who are involved in the:
- administration of benefits
- prevention and detection of fraud
