Housing and support options for young people aged 16 or 17 years old

What happens next?

We will work with you and your family to identify and help resolve the issues which have led to you becoming homeless. This could involve support such as:

  • family mediation
  • group conferences

Wider family or friends

If not safe or appropriate for you to return home, the next best option is to live with responsible adults within your family or friends. We will work together to find a safe place for you to live with them.

Our Children's Services

It might be in your best interests to be accommodated by Southend-on-Sea City Council Children's Services, as a cared for child, under Section 20 of the Children's Act if:

  • it is not safe or appropriate for you to return home
  • you do not have any other responsible adult to live with

As a cared for child, Children's Services will support you with any parts of your life that you need help with such as:

  • accommodation (which could be foster care, supported or shared accommodation)
  • education
  • health
  • finances
  • family

What does 'cared for' mean?

As a cared for child, Children's Social Care will be responsible for looking after and supporting you, in partnership with your family (if appropriate). A social worker will work with you to write a care plan. This will detail what you need and how different agencies can help you.

As a cared for child:

  • you will receive financial support
  • your rent will be paid
  • you will get a weekly allowance

When you turn 18, you will be supported by an 18 plus care leaver's team. You will also have a Personal Advisor and a Pathway Plan to help you work towards living independently.

What does a 'child in need' mean?

If you do not wish to become cared for, you can get support and be accommodated as a 'child in need' under Section 17 of the Children's Act.

Your social worker will work with you and your housing officer and create a plan based on what you need, which will describe who will be able to support you and how. You may get help with:

  • Housing issues
  • Education, employment, and training
  • Keeping up relationships with family
  • Health and wellbeing

This support will only be available until you reach your 18th birthday.

Your social worker will explain the differences between Section 20 and section 17 in more detail and will discuss your needs. This is to determine and agree the best form of help and support.

Supported accommodation

If you do not agree to be accommodated under Section 20 or 17, your housing officer will work with you and your social worker to find a suitable housing option. This is likely to be supported housing. You will usually have a set of rules to follow and be responsible for paying your own:

  • rent
  • bills or other service charges

You may be able to claim Universal Credit (UC) to help towards your living costs.
