General
The main points of this policy are to make sure:
- appropriate health and safety requirements are complied with
- statutory requirements are fulfilled
- effective planning and management is in place
- other relevant Council policies are incorporated, these include:
- equality and diversity
- waste management
It also aims to set out:
- the application process to seek approval from us (in our capacity as landlord)
- the method of charges relating to locations available to hire
This policy is appropriate for:
- anyone who would like to host an event on Southend-on-Sea City Council land including those proposed by Southend-on-Sea City Council
- for people organising Statutory, State and Civic events or when exercising freedom of the city
- sponsored walks where linked events feature as part of the activity
It is not appropriate for:
- events held on private land or within commercial premises (other licenses and or conditions may still apply)
- charity street collections where no other event activity takes place (including sponsored walks)
- house to house collections
Definitions
Phrase/acronym - meaning
- council, we or us - Southend-on-Sea City Council
- event organiser - you, the event organiser and the main contact
- event - the purpose for which the location has been booked
- EMP - Event Management Plan
- SAG - Safety Advisory Group
- AIP - Agreement in Principle
- conditions - the conditions that form part of the contract between the event organiser and us
- event permit - the official document authorising the event on Council land
- in writing - received by email or post
