Terms and Conditions and Applicant’s Responsibilities for TTRO, Streetworks Permits and Emergency Notices

  1. The applicant must ensure that a legal notice is displayed on-site at least 2 weeks before the commencement of works and that it remains in place for the entire duration.
    • Copies of the Temporary Traffic Regulation Order (TTRO) or Temporary Notice must be displayed at both ends of the proposed works. For larger schemes notices should be placed at multiple locations along the closed length, ideally at intervals of approximately 100 metres.
    • The Council reserves the right to request photographic evidence of the displayed notices at any time.
  2. If two-way traffic flow is to be maintained, the applicant must use ‘Stop/Go’ boards or temporary traffic signals. An application form for temporary traffic signals is available from the Traffic Signals Department.
  3. Advanced warning signs must be installed at each end of the closure at least two weeks before the commencement of works. For larger schemes, this period extends to 4 to 6 weeks. These signs must remain on-site throughout the works and should be of an appropriate size to ensure readability by passing vehicles.
    • The signs must clearly display the permit reference, closure dates and times, and relevant contact details. This ensures compliance with the Traffic Signs Manual and the Traffic Signs Regulations and General Directions.
    • The applicant is responsible for arranging, installing, and maintaining all signage using appropriately accredited operators.
    • The costs associated with installation and removal must be borne by the applicant.
    • In the case of emergency closures, the required signage must be displayed as soon as possible.
  4. The applicant must carry out a letter drop for all residents and businesses affected by the temporary restrictions at least 2 weeks before the commencement of works. For larger schemes, this should be done 4 to 6 weeks in advance.
    • The letter drop should coincide with the installation of advanced warning signs.
    • A copy of the letter must be provided to the Council as evidence of compliance.
  5. The applicant is responsible for ensuring public safety for the entire duration of the works. All works must comply with the requirements set out in the 'Safety at Streetworks and Roadworks' Code of Practice under the New Roads and Street Works Act 1991, as well as Section 67 of the same Act.
    • All supervisors and operatives involved in the works must hold the appropriate and approved safety certifications.
  6. The applicant must ensure full compliance with any additional conditions imposed by the Council.
  7. If the temporary restrictions affect any bus routes, the applicant must contact the relevant bus companies as early as possible and must provide proof of this contact to the Council via email to transportpolicy@southend.gov.uk>
  8. The Council must be informed immediately if the works are completed before the scheduled end date.
  9. If the road closure is not going to take place on the requested date, the applicant must inform the Council at least 2 weeks in advance. Any changes may incur additional charges.
