Council highlights important role of Civil Enforcement Officers following conviction for attack

Southend-on-Sea City Council has reinforced the importance of Civil Enforcement Officers following the sentencing of a man who attacked an officer in the line of duty.

Danny Rynne, 33, of Elmer Avenue, Southend, was sentenced to two and a half years in prison at Basildon Crown Court after being convicted of robbery and handling stolen goods.

His conviction followed an incident in December 2022, when he verbally abused, threatened, and physically assaulted a Civil Enforcement Officer who had issued a Penalty Charge Notice.

Cllr Martin Terry, Cabinet Member for Community Safety, said: "This was a disgraceful and cowardly attack on a public servant doing their job. Violence and abuse have no place in our city, and I commend Essex Police for their thorough work in bringing this individual to justice. Our Civil Enforcement Officers are essential to keeping Southend safe and fair, and they deserve respect and protection."

Cllr Daniel Cowan, Leader of the Council, said: "Our Civil Enforcement Officers play a vital role in keeping Southend safe and accessible by enforcing parking rules that support local businesses and reduce congestion. No one should face abuse or violence for doing their job, and I hope this case sends a clear message that such behaviour will not be tolerated."

The council works closely with APCOA which employs Civil Enforcement Officers on behalf of the council, to uphold high standards of service and professionalism.

Patrolling seven days a week, Civil Enforcement Officers enforce parking rules to promote fairness, safety, and support for local businesses.
