The Council has launched its updated Residential Disabled Parking Bay (RDBP) policy.
Designed to make the city more accessible for disabled residents who rely on convenient, nearby parking, the policy introduces a clearer and more streamlined process for applying for on-street disabled parking bays that will support residents' mobility and independence.
The updated policy specifies that applicants must receive the higher rate of mobility benefits (Disability Living Allowance or PIP) and that there is a new approach to applications from those with off-street parking.
Previously, applicants were ineligible if they had off-street parking or the opportunity to create it. Now, those with access to off-street parking but no opportunity to create an off-street parking space big enough to be able to enter and exit their vehicle, can also apply.
Applications are to be processed in two six-month windows annually (February to July and August to January), with the council funding 50 new disabled parking bays each year, with any additional applications rolling over to the next cycle. Existing bays are being reviewed and those that have fallen out of use will revert to general use parking.
Disabled parking bays are non-exclusive and can be used by any blue badge holder. Each bay is governed by a Traffic Regulation Order (TRO) to ensure they're reserved for blue badge holders, with enforcement against any misuse.
Previously, most bays were advisory bays and could not be enforced if a non-blue badge holder parked in them. Under the updated policy, however, all bays will be enforceable against non-blue badge holders.
Cllr Daniel Cowan, Leader of Southend-on-Sea City Council, said: "I am delighted to be bringing this policy forward and removing the cost to residents who rely on nearby parking spaces to navigate their mobility challenges.
"By simplifying the process, we're helping people stay independent. The council will fund up to 50 new disabled parking bays every year, and we're committed to making sure those who need them most are supported to get one.
"We will continue to review our parking spaces to ensure good availability for all whilst supporting those with additional needs."
The council encourages residents who meet the eligibility requirements to apply and take advantage of this service.
