Housing Delivery Test: Action Plan

The Housing Delivery Test (HDT) was introduced as part of the National Planning Policy Framework (NPPF, 2019). HDT, in Southend’s case, measures net additional dwellings provided in a local authority area over the last 3 years against the standard methodology for calculating objectively assessed need for that period. For Southend, the current delivery rate as of 31 March 2018 equates to 49% of the assessed needs.

Where delivery of homes is less than 95%, Local Planning Authorities have six months to prepare an action plan, the role of which is to identify the reasons for under-delivery and set out measures the authority intends to take to improve levels of delivery. Southend-on-Sea City Council has therefore prepared an action plan to identify reasons for under-delivery and set out measures the authority intends to take to improve delivery.
