Wheelchair accessible vehicles

Wheelchair accessible vehicles are licenced through Southend-on-Sea City Council.

Drivers of wheelchair accessible taxi's (hackney carriages) and private hire vehicles have a legal duty to carry wheelchair passengers and passengers with assistance dogs.

Drivers cannot:

  • charge extra for carrying a wheelchair or an assistance dog

Driver's duties are:

  • to carry the passenger while in the wheelchair
  • if the passenger chooses to sit in a seat rather than the wheelchair, the driver is required to load and unload the wheelchair into the vehicle
  • to take such steps as are necessary to ensure the passenger is carried safely and in reasonable comfort
  • to give the passenger mobility assistance as reasonably required
  • to load the passenger's luggage in or out of the vehicle
  • if the passenger wishes to remain in the wheelchair, they are required to ensure this is possible to enter and exit the vehicle

The only circumstance when a driver can refuse to take a wheelchair passenger or a passenger with an assistance dog is if they have an exemption notice.

The only grounds for exemption are medical, or that a physical condition makes it impossible or unreasonably difficult for a driver to comply with this duty.

Medical exemption

We may issue a medical exemption to any of our licenced drivers for a fixed amount of time.

The licenced driver will be issued with a medical exemption certificate stating that they are currently exempt and the expiry date of their exemption.

The licenced driver must produce this certificate if requested.

Complaints

All complaints relating to travel within a Southend-on-Sea City Council licenced vehicle are to be reported as soon as possible.

List of wheelchair accessible vehicles in Southend

In accordance with Section 167 of the Equality Act 2010 Southend-on-Sea City Council has produced and will maintain a list of licensed hackney carriage or private hire vehicles which are fully wheelchair accessible. This means that a passenger can travel in the vehicle whilst seated in their wheelchair. The list of those licensed vehicles which are currently fully wheelchair accessible is available below or in hard copy from the council offices and is designated for the purposes of Section 165 of the Act.
