Appeals
You can request a review of your Essential Living Fund (ELF) decision if you disagree with the outcome.
Tier 1
First level of request is called a Tier 1 Reconsideration.
You can ask for a Tier 1 Reconsideration by writing to us at:
Essential Living Fund Southend-on-Sea City CouncilCivic Centre
Victoria Avenue
Southend-on-Sea
Essex
SS2 6ER
Or you can send us an email.
This must be done in writing within 1 month of the date stated on your notification letter.
A member of the management team will consider your request and issue a decision letter.
Tier 2
If you disagree with the decision of the Tier 1, you can request further review using the same methods. This is called a Tier 2 reconsideration.
A different member of the Management Team will then review your claim and make a final decision on your request.
You cannot appeal or further dispute the Tier 2 decision.
This is a discretionary scheme and all Tier 2 decisions are final.
Complaints
You cannot make a complaint regarding the decision on your claim, or the appeal process.
Complaints can only be made if you believe:
- you have received below standard customer service
- the process has not been in line with the Essential Living Fund Policy
Where you believe the policy has not been correctly applied, you must state clearly and fully which elements of the policy you believe have not been adhered to.
If you believe you have cause to make a complaint, go to our general complaints page.
