- Observation time period

5 minutes is allowed from the time the CEO first observes the vehicle, except where the vehicle was legally parked at the time the restrictions came into force where a 10-minute period applies. This is to allow drivers sufficient time to purchase a virtual ticket.
- Circumstances when a PCN may be cancelled

Blue Badge holders - no Badge and/or clock displayed, or fallen down, or upside down, or obscured, may be cancelled on a first occasion if proof of possession of a valid Blue Badge is provided
loading / unloading - proof provided must satisfy that active loading/ unloading was taking place
broken down vehicle - proof provided must satisfy that vehicle could not be moved by circumstances beyond the drivers control
vehicle stolen - proof provided must satisfy that vehicle was taken without the owner's consent
pay and display ticket - ticket not correctly displayed, or fallen down, or obscured may be cancelled on a first occasion if proof of possession of valid ticket at time of contravention is provided
