Yes - 10 minutes is allowed from the expiry of paid time on the P and D ticket displayed Please note: If a P and D ticket that has expired by 10 minutes or more is on display when the CEO first observes the vehicle, no further observation period applies.
- Circumstances when a PCN may be cancelled

- Blue Badge holders - no badge and/or clock displayed, or fallen down, or upside down, or obscured, may be cancelled on a first occasion if proof of possession of a valid Blue Badge is provided
- loading / unloading - proof provided must satisfy that active loading/ unloading was taking place
- broken down vehicle - proof provided must satisfy that vehicle could not be moved by circumstances beyond the drivers control
- vehicle stolen - proof provided must satisfy that vehicle was taken without the owner's consent
- pay & display (P&D) ticket - ticket not correctly displayed, or fallen down, or obscured may be cancelled on a first occasion if proof of possession of valid ticket at time of contravention is provided
