Yes - Cars 5 minutes observation time, Commercial vehicles 10 minutes observation time (unless signage states a minimum time period allowed for the bay).
Additional time above the minimum times stated will be given if continuous loading/unloading is observed. If no loading/unloading observed at the end of the observation time a PCN can be issued
