Re-parked in the same parking place or zone within one hour after leaving.
- Observation time period

No observation period required. However, the vehicle details and tyre valve positions must be logged on two occasions within the ‘no return’ period, to prove that it has re-parked.
- Circumstances when a PCN may be cancelled

- Blue Badge holders - no badge and/or clock displayed, or fallen down, or upside down, or obscured, may be cancelled on a first occasion if proof of possession of a valid Blue Badge is provided
- loading / unloading - proof provided must satisfy that active loading/ unloading was taking place
- broken down vehicle - proof provided must satisfy that vehicle could not be moved by circumstances beyond the drivers control
- vehicle stolen - proof provided must satisfy that vehicle was taken without the owner's consent
