The Essex and Southend-on-Sea Waste Local Plan was adopted by Essex County Council on 11 July and by Southend-on-Sea City Council on 19 October 2017. The Plan is now part of the development plan and waste planning decisions must be taken in line with the Plan, subject to other material considerations.

In accordance with Section 26 of the Town and County Planning (Local Development) (England) Regulations 2012, the Waste Local Plan, the adoption statement and the Inspector's Report on the Examination of the Development Plan Document are available to view at all Essex and Southend district/borough/city council offices and at all Essex and Southend-on-Sea libraries (please contact each directly for individual opening hours).
The above listed documents, as well as the Sustainability Appraisal and the Sustainability Appraisal Adoption Statement, can be viewed from Monday to Friday between 9am and 5pm by appointment at County Hall, Chelmsford via 03330 139 808 and at the Civic Centre, Southend via ldf@southend.gov.uk or 01702 215408.
Inspectors Report
The Councils received the final report from the Inspector, Mrs Kath Ellison, who has carried out the independent examination of the Waste Local Plan in June 2017. The Inspector recommended main modifications to the Plan, and finds that, with these modifications, the Plan satisfies the legal requirements and meets the criteria for soundness. The Inspector confirmed that the duty to co-operate has been met in the preparation of the Plan and the requirements for sustainability appraisal.
