Excluded and car free development properties

Certain properties are not eligible to apply for resident permits or visitor books. This may be due to:

  • the property not being listed in the Traffic Regulation Order as eligible for a permit
  • the property being part of a designated car-free or low-car development

The list of excluded properties is not exhaustive, and there may be other properties that do not qualify.

A car-free development is a property or residential scheme where no on-site parking spaces are provided.

Before signing a tenancy or lease agreement, or purchasing a property within a resident or resident concessionary parking scheme area, it is essential to check with us whether the property qualifies for resident or visitor parking permits.

Why are developments car-free or low-car?

Car-free and low-car developments help to:

  • manage limited on-street parking availability
  • support environmental initiatives by reducing car ownership and mitigating climate change
  • minimise traffic congestion in local areas
  • encourage sustainable transport options such as walking, cycling, and public transport
  • improve traffic flow across the city, reducing congestion, air pollution, and noise
