Development Management Document - Adopted
The Development Management Document (DMD) sets out our policies for positively managing development in Southend and will be used to assess planning applications. The policies in the DMD will replace a number of Southend City Local Plan Saved Policies, as outlined in Appendix 9. The document will advise people who are considering development on the nature of proposals that are likely to be acceptable.
We adopted the DMD after a decision was made at a meeting of Full Council on the 23 July 2015. The DMD, Policies Map, and supporting documents can be downloaded below:

Sustainability Appraisal (Non-Technical Summary)
In accordance with Regulations 26 and 35 of the Town and Country Planning (Local Planning) (England) Regulations 2012 notice is hereby given that Southend-on-Sea City Council adopted the Development Management Document (DMD) after decision made at a meeting of Full Council on the 23rd July 2015.
Any person aggrieved by the DMD may make an application to the High Court under Section 113 of the Planning and Compulsory Purchase Act 2004 on the grounds that the plan is not within the appropriate powers and/or a procedural requirement has not been complied with. Any such application must be made promptly, and in any event, no later than 3 September 2015 (6 weeks after the date of adoption specified above). The DMD was subject to independent examination by a Planning Inspector. The Inspector found the DMD to be sound, subject to a number of modifications pursuant to Section 23 of the Planning and Compulsory Purchase Action 2004. These modifications are set out in the Inspector’s Report, and were made to the DMD prior to its adoption.
